- Brown the ground beef with the garlic over medium-high heat, breaking it up, 6–8 minutes.
- Stir in soy sauce, brown sugar, sesame oil, ginger and red pepper flakes; simmer 2–3 minutes until glossy. Cook to 160°F (71°C).
- Spoon over cooked rice and top with green onion and sesame seeds.
